What was the documentary about a failed dot com to centralize government activities?

I believe it was from the late 90s or early 2000's and it was two guys who wanted to make a central website to perform activities like renewing drivers license and paying tickets and such. I believe one of the guys met President Clinton and even slipped him a business card. They failed in the dot com bust I believe.
